Aliyev and Pashinyan agreed to launch a border commission in Karabakh

Following the talks between Ilham Aliyev, Nikol Pashinyan and Charles Michel, an agreement was reached to launch a commission on the delimitation of borders in Nagorno-Karabakh, and the parties also discussed humanitarian and transport issues

The third meeting of Armenian Prime Minister Nikol took place in Brussels Pashinyan, President of Azerbaijan Ilham Aliyev and President of the European Council Charles Michel on the settlement of the conflict in Nagorno-Karabakh, according to Pashinyan's website.

“According to the results of the discussion, agreements were reached on further progress in opening regional communications and launching work Commissions on Demarcation and Border Security»,— said in the message.

The parties also discussed the preparation “for the negotiation process to normalize relations between the two countries” and humanitarian issues. A new trilateral meeting is planned for July or August.

The statement released by the Council of the EU also says that “in the coming days” the first joint meeting of the border commissions will be held to discuss the delimitation of the border.

Delimitation— defining borders on large-scale maps.

Demarcation— clarification and marking of borders on the ground.

In addition, as indicated in the message of the EU Council, the parties agreed “on the principles of border management, security, land fees, as well as customs duties in the context of international transport”; and continuing discussions on a future peace agreement. Authorized persons will continue to work on these issues.

On Aliyev's website, only the fact of the meeting is reported, information on the agreements reached is not provided.

Baku and Yerevan agreed on the establishment of a delimitation commission during the previous tripartite talks in early April. Shortly before this, the situation in Nagorno-Karabakh escalated: in March, the Azerbaijani military occupied the Armenian village of Parukh (Azerb. Farukh) in Karabakh, which is in the zone of responsibility of Russian peacekeepers. They are there under an agreement of 2020, which was concluded after the end of the last military conflict in the region.

At the same time, Azerbaijan proposed a draft peace treaty to Armenia, which was never concluded after the end of the conflict in 2020, and Armenia responded to this document. One of the points of the project is the delimitation and demarcation of borders.
