After 17 protesters were killed in a single day in her region of Puno, Peru, Margarita Condori packed a suitcase, and traveled with dozens of her neighbors to the capital city of Lima.

On Tuesday, they joined thousands of Indigenous people from Peru’s southern highlands who marched through the city center to demand that the nation’s president resign.

“We feel like we’re living through a dictatorship,” Condori said. “We’re here to demand that they hold new elections, and change the constitution.”

More than 50 people have been killed in southern Peru in protests that broke out in December, and have resulted in street battles between police forces and largely Indigenous groups of protesters who have fought back with rocks, slingshots and homemade rockets.

President Dina Boluarte this week called for a truce. But few have listened to her pleas and continue to stage daily demonstrations in Lima, as well as roadblocks in rural areas that are also hurting the economy.

The protests have turned into a major challenge for Boluarte, who is Peru’s sixth president in as many years. And they highlight how the South American nation’s democracy has been afflicted by corruption scandals and congressional squabbles that have undermined trust in its institutions.

“Boluarte was imposed on us by Congress,” said Margarita Guzman, a resident of Lima who took part in Tuesday’ protest. “It’s like no one cares about our vote.”

The current wave of protests was unleashed by the removal in December of President Pedro Castillo, a leftist teacher and former union leader, who was popular among Indigenous people in Peru’s highlands.

Castillo was facing an impeachment vote in Congress, as well as several corruption investigations. So, in an effort to outmaneuver his political foes, he attempted to dissolve the Legislature and set up an emergency government that would rule by decree until new elections were held.

The military refused to support the move, and Peru’s top court said it was illegal. Within hours of announcing his plans to dissolve Congress, Castillo — an outsider with little experience in national politics — was arrested on rebellion charges and impeached and replaced by his vice president, Boluarte.

Castilllo’s removal was celebrated by his opponents in Congress, and it was largely accepted in Peru’s capital where many had been reluctant to vote for him in the 2021 election.

But it sparked large protests in cities located in Peru’s highlands, such as Cusco, Ayacucho and Puno where the bulk of his voters live.

The former schoolteacher hails from a small village in the Andes mountains and had promised to boost government spending in rural areas. Many members of Peru’s Indigenous minority see him as someone who was finally trying to stand up for them.

“Despite his corruption and his inefficiencies … he was still an Indigenous man from the northern Andes,” said Alonso Gurmendi, a Peruvian politics professor at Oxford University. “And that is important from the point of view of identifying with him in the most-excluded sectors of society.”

“Castillo in a sector of the country was still seen as the least bad of all alternatives,” said Will Freeman, a Princeton University scholar who is writing a book on anti-corruption strategies in Latin America.

“There’s an area of the country which typically leans left, which saw Castillo as a figure who might be involved in corruption, who might be an inefficient manager, but at least he wasn’t a businessman from Lima’s elite.”

After protests turned violent in Peru’s southern highlands, thousands of people from that region decided to travel to the nation’s capital to have their voices heard.

Milagros Rivera took a 16-hour bus ride from the province of Abancay where she’s a subsistence farmer. She said she felt cheated by Castillo’s removal.

“The state has always ignored us,” Rivera said. “We have bad hospitals, we have no schools, we don’t have proper roads to take our products to the market.”

The protesters from Peru’s Andes mountains have also been joined by some Lima residents who are appalled by the recent cases of police violence.

“I’m not from the left or from the right, and I’m not a Castillo supporter,” said construction worker Javier Puman, who carried a banner with a black ribbon on it. “I’m just here because the government is abusing our people, and we feel very hurt by what is happening.”

Boluarte has tried to make peace. In a press conference on Tuesday, she accused criminal groups of using the protests for their own benefit, as rioters in some parts of the country try to burn down government buildings where criminal records are held.

Boluarte also urged people in rural areas to stop staging roadblocks that are hurting sectors such as agriculture and tourism.

“Paralyzing transport, and creating chaos is not going to generate anything positive,” she said. “It’s not going to help us to recover from the economic losses we endured during the pandemic.”

Boluarte is trying to meet with local governors and mayors to discuss regional priorities and set out new development plans. But some say she needs to go further.

Gurmendi, the Oxford professor, said it's time for the government to set up town hall meetings with communities that have long been marginalized. These venues are known as cabildos in Peru, and they’re places where everyone can express their grievances.

“These protests can be demobilized by an act of contrition from the country’s elite,” Gurmendi argued. “To [admit] things haven’t worked. And we need to have a change in tune.”

While Peru has reduced its poverty rate by more than 25% since the 1990s and overcome problems such as hyperinflation and terrorist attacks, many Indigenous people are still finding it hard to access high-quality jobs and social services.

In the streets of Lima, some protesters said that they had lost faith in the current government’s ability to do anything meaningful for this minority, which makes up around a quarter of the nation’s population.

“We are going to be staging protests, until the president resigns,” said economics student Jose Raul Capablanca. “And until the people can choose their own destiny.”

Experts say the port will be a new milestone for shipping trade between China and Latin America. But many people in the town of Chancay, where the port will be located, are not happy about it and say their lives will be changed forever.

Chancay is known as a sleepy fishing and farming town, about 50 miles north of Peru’s capital, Lima. It’s been popular with tourists and birds that migrate every year to and from North America.

But now, this little town of about 60,000 people is where a huge commercial port and industrial zone are being built. 

The project was planned almost 10 years ago by the Peruvian government, as a way to boost exports and compete with other ports located on the Pacific coast of Latin America. But it wasn’t until recently, when a state-owned company from China decided to invest $3 billion, that it really took off.

Construction began last year and has already radically changed the area. 

“We've seen a number of acquisitions of ports by Chinese companies in the past, but this is the largest that I know of in the Latin American region,” said Margaret Myers, the director of the Asia and Latin America Program at the Inter-American Dialogue, a think tank in Washington, DC.

The new megaport will become a key link between China and Latin America, Myers said. 

“In the case of Peru, a lot of this trade would be in copper but also goods from wide ranging other countries, including potentially agricultural products from Brazil. 

Myers said it would be critical for China to be able to transport goods that are important to China’s energy and food security.

The port in Peru is part of China’s “Belt and Road” project, a global infrastructure plan to boost China’s international trade routes. Chinese leader Xi Jinping launched the effort in 2013.

Myers said the political winds in Latin America are shifting in China's favor.

“A lot of these countries are welcoming of Chinese engagement in the way of trade, and very much see China as a critical economic partner as they too aim to address what is a very difficult economic period."

Peru’s new deep water port will have the capacity to serve the largest cargo ships in the world. 

In a recent visit to Chancay, Peru’s President Pedro Castillo said the facility will help Peru’s economy and position the country as a major player in international trade.

“We need to bring technology and progress to our country,” he said. 

The government said the project will generate 1,300 construction jobs, and 5,000 permanent jobs once it’s finished in 2024. 

But people in the town of Chancay are not happy.

Miriam Arce is the president of the Association to Defend Housing and the Environment in Chancay port, a group that has been advocating to relocate the port.  

She said Chancay’s residents are seeing their lives changed forever.

"Our beach, our coastline is now in the hands of private companies. We can’t enjoy them anymore."

Arce used to listen to the sound of waves and seabirds. Now, she hears the sound of construction workers using demolitions to flatten the terrain where there used to be a hill. They also placed huge cement piles on the shore to contain the waves.

“Tourism is non-existent and fishing is not possible anymore,” she said.

Arce’s group is also asking the government to conduct an independent environmental impact study.

“The only study they did was paid for by the Chinese company,” Arce said. 

Residents are getting the equivalent of $150 a month from the Chinese company. But that’s not enough to find a new place to live for the people who will likely be displaced.

She’s now organizing people to demand reparations. 

“But we are David and they are Goliath,” she said. “The town of Chancay will never be the same.”

With Peru's current political upheaval as a backdrop, award-winning filmmaker Melina León is developing new projects. Her latest feature film will tell the difficult story of a young Indigenous woman living with epilepsy.

In the dining room of her family’s apartment in Lima, filmmaker Melina León, the first Peruvian woman to have a movie screened at the Cannes Film Festival, picked up one award out of the dozens of trophies she had on display.

“This is the one I really love because it was the first one,” she said of the award for her 2019 film, “Song Without a Name,” from the Munich Film Festival. “From the bottom of my heart, I never expected to win awards.”

Tucked in among the awards is a bottle of Dior foundation. “This is my makeup that I learned how to use at Cannes,” she said with a laugh.

Some of the other trophies León received for her movie and the makeup she wore for the first time in her life at the Cannes Film Festival.

León won 45 awards for “Song Without a Name,” her debut film. It is a harrowing black-and-white account — based on real events — of a young Indigenous woman’s search for her baby who was stolen at birth during Peru’s political turmoil of the 1980s.

With the country’s current political upheaval as a backdrop, León is developing two new film projects — a second feature film and a documentary. She explained that her love for storytelling was born in her family home, where she lives part of the year.

León’s late father was a newspaper reporter. (The journalist in “Song Without a Name” is inspired by him.) Her mother is an anthropologist. 

“They are both very connected to stories,” she said. “At this table, there were always stories.”

León said she had wanted to study film, but Peru doesn’t have a film school. So, in 2003 she moved to New York to get a master’s in fine arts at Columbia University on a scholarship. She also borrowed money from a family friend to finance the degree. “Until now, I’m still paying for it, it’s crazy, so expensive,” she said.

“Song Without a Name,” which León started writing while still at Columbia, focuses on a very personal story that also exposes deeply political themes.

“It’s my way to understand colonization,” León said. “How does it work? What are the parts that are bright and beautiful and what are the parts that are dark and, in a way, prevent us from having a proud identity?”

Her new feature film project tells another difficult story of a young female protagonist.

In this script, the tale revolves around an Indigenous girl with epilepsy who lives in Cusco, a city in the Andes. León said the film will explore the tension between science and religion as the girl navigates childhood.

“It’s a story that’s very personal in a way, but also is allowing me to [ask] universal questions,” León said. “Otherwise it’s not going to the world. Movies, I think, should be for everybody.”

León is still raising money for the new film, which she estimates will cost $1.2 million.

Her first movie cost half of that and was financed by several grants, including one from the Peruvian government. 

Erika Chávez, the director of Film and New Media at Peru’s Ministry, said the government passed an emergency measure to increase funding for the film industry in 2019. It has since become law. 

“Filmmakers demanded an update of this law; they worked together with the government and it was successful,” Chavez said, adding that the ministry currently has a budget of about $6 million to fund movie productions, festivals and scholarships.

Chavez said the government support has helped solidify the importance of films for Peru. “We have a slogan which is, 'films represent us,'” she said.

The ultimate goal is for a Peruvian film to win an Oscar, Chavez said.

“An Oscar would put Peru on the map and also support the difficult task of continuing to fund movies with public money.”

It would also help Peru’s film industry catch up to neighboring countries.

“Latin America, in the past 20, 20-something years, has gone through a major transformation,” said Carlos Gutiérrez, co-founder and executive director of Cinema Tropical, a nonprofit organization that presents Latin American movies in the US.

“Latin America really has become an epicenter of world cinema.”

He said the growing prominence has been in large thanks to government grants, tax subsidies and the eagerness of local filmmakers to portray their countries’ struggles. 

Gutiérrez said that even though Peru has lagged behind Mexico, Argentina and Brazil, it released 68 movies in 2021, a record. He added that León’s fame would probably expand the Peruvian market.

“Having a successful female director sort of inspires other women filmmakers to take the camera and make the films they want,” he said.

León herself has helped found a group to support women film directors in Peru. Her hope is that more of them — especially those living outside of Lima — will make movies.

“Culture and art is, in a way, what saves us, connects us and makes us understand each other, this beauty,” she said.

The other project that León is developing veers away from Peru — a documentary about Carlos Aguilar, a Mexican film critic based in Los Angeles, who is a DACA recipient (Deferred Action for Childhood Arrivals).

“He writes for The New York Times, for the LA Times, for Variety, for all these amazing publications, and he still can’t leave the country. He still is a second-class citizen,” León said. “It’s absurd.” 

As she works on these new projects, León said she cannot ignore the political turmoil happening in Peru. In recent months, the country’s leftist president, Pedro Castillo, has been embroiled in corruption investigations and impeachment efforts.

“The politics that we’re living now get stuck in your skin, in your soul. At this point, I’m just observing,” she said. “I’m sure at some point I’m going to reflect on everything that has happened in Peru.”

After years of getting high prices for their fruit, Peruvian growers and exporters have seen the prices fall dramatically this season.

Basilia Chuquispuma Castro is 54 years old and runs a family farm in a remote valley in Peru’s Ica region, about four hours south of Lima. The last hour of that drive is on a dirt road that cuts through dry, sandy hills.

Chuquispuma works the land with her parents and sons. The family has been growing beans, pumpkins and other vegetables on 12 acres. Last year, she had her first harvest of Hass avocados.

“My sons started to say, let’s plant Hass, Hass is for export,” she said.

Before that, she grew Fuerte avocados, the variety most commonly found at Peruvian markets — it’s a bit larger and has green skin. Hass was developed by postal worker Rudolph Hass in the 1920s in La Habra Heights, California, and has been transplanted everywhere. Particularly in the past eight years, consumption of Hass avocados has exploded as the industry highlighted its health benefits.

But Chuquispuma didn’t get a good price for her Hass this year. She sold most of her crop for less than 50 cents per kilo and her final harvest got just 20 cents — a fraction of the $1.30 per kilo she got last year. She is not part of a cooperative and doesn’t have a deal with a buyer; she sells her avocados to whomever comes by. Without a phone or internet, she doesn’t have access to other markets. And her costs are up.

“Fertilizer is super expensive, almost three times as much,” she said.

Chiquispuma is part of an agricultural revolution in Peru that has seen thousands of farmers switching to Hass avocados, hoping to profit from growing global demand. Peru’s avocado production increased more than fourfold in the past 12 years, and the country is now the second-largest exporter in the world, behind Mexico. It expects to export more than 600,000 tons of Hass avocado this year, according to Peru’s Ministry of Agriculture and Irrigation.

As Chiqispuma’s experiences show, Peru’s green-gold rush has lost some of its shine. After years of getting high prices for their fruit, Peruvian growers and exporters have seen the prices fall dramatically this season.

This is especially so in Europe, which is the largest market for Peruvian avocados (53%), followed by the US (16%) and Chile (14%), according to statistics from Peru’s National Agriculture Health Service (SENASA). Diaz and other players in Peru’s avocado market say higher oil prices due to the war in Ukraine and increased avocado farming across the world are to blame. 

“Spain, Israel, and Morocco produced more fruit than last season,” said Omar Díaz Marchena, an agronomist and the general manager of Westfalia Fruit Peru, part of the South African company and one of many multinationals in the country.

Westfalia is one of the biggest exporters of Hass here and in the world. They buy the fruit from about 300 Peruvian farmers — 230 of them small. This year, they expect to export 46,000 tons of avocado, 15% more than last year, Díaz said.

One benefit to small farmers who sell crops to Westfalia is that the company gives them access to international markets, Díaz said.

“A grower in the Ayacucho region can sell to Japan, for example.”

Díaz said that the price per kilo the company is paying Peruvian growers fell about half from last year’s $2 high. Considering avocado production is growing globally, there is no going back. The $2-per-kilo era is probably over, he acknowledged.

Where does that leave the hundreds of Peruvian farmers who switched to Hass?

“The prices are still competitive and more profitable than other crops,” Díaz said. 

Growing in a desert

Concerns about water are also increasing, especially in Peru’s coastal regions where much of its agricultural production is found.

“The problem is that the coast is a desert,” said Andrés Tello, a forest engineer.

About eight years ago, the government funded several massive irrigation projects in the coastal north, in the Olmos region, and that’s where many big companies grow Hass.

Tello explained that avocados need more water than other fruits, about 50% more than grapes. In the Ica region, the government prohibits new wells to avoid shortages. As wells dry out, some farmers are digging deeper, putting more pressure on water reserves.

“In some valleys it is reaching up to 150, 200 meters deep. Then it has already become groundwater,” he said. “That water is already like a nonrenewable resource.”

Carolina Ramírez Gonzalez, the director of economic studies at the Ministry of Agriculture and Irrigation, agreed that water is an issue but said that there are reasons so many of Peru’s avocados are grown in arid, coastal areas.

“It’s not because we wanted to do it like that, but because of logistics, maybe the facilities, several factors that are around companies or producers,” Ramírez said.

Harvesting the Andes

These water concerns are pushing avocado growers higher to the Sierra of the Andes. Ramírez said that farming the Sierra is more sustainable.

“We have water in the highlands,” she said. “We have to manage it well.”

Farming in the Sierra region also gives Peru an advantage in the global market because it allows it to harvest longer in the season.

“The supply of Peruvian avocado used to be during five months; now, it’s 10, 11 months a year,” said Juan Carlos Paredes Rosales, president of the Peruvian producers association ProHass, which represents 70% of the exporters.

In the Sierra near the town of San Miguel, a 12-hour drive south east of Lima, Rolando Campos Ludeña switched to Hass avocados from the corn and tomatoes he and his wife Mabel Palomino Marapi used to grow on their land on a steep mountain slope.

He’s doing better than Chuquispuma. For one, he grows organic avocados, which sell for more. And he sells to Westfalia, which he said offers him a better price.

“Before, there were buyers who would come by and offer whatever they wanted,” he said.

Campos said Hass has been profitable for his family. They built a house, bought a pickup truck and their son is headed to college in Bolivia to study medicine on a scholarship.

Other small farmers are not doing as well. In Peru, less than 20% of avocado exports come directly from small farmers, according to Cesar Armando Romero, an expert on international trade at the Ministry of Agriculture and Irrigation.

Armando explained that many small farmers are hesitant about joining cooperatives.

“It’s like a social trauma,” he said.

According to him, an agricultural reform that took place in Peru in the 1970s distributed land, but the cooperatives that were formed were plagued by corruption. 

Image problem

Larger players have challenges too. With increased competition in Europe, they need to expand markets in Asia, and grab more of Mexico’s share in the US.

Rafael Molina Barentzen, director of operations and co-founder of American Fruits Export, recently opened an office in Florida, where he hopes to find ways to increase his sales in the US. But he is worried that an image problem will stand in his way. Last year, the company exported 500 tons of avocados — 70% to Chile and 15% each to Europe and the US.

“There is this bad perception of the Peruvian avocado” in the US, Molina said. “Unfortunately, we have created it ourselves because there have been exporters who send fruit that is not good.”

His company is also looking for land to grow its own avocado, giving the company more control over quality because they can’t always trust the farmers they buy from.

“You are not totally sure that they have carried out adequate control, that they have made the appropriate applications,” he said.

Cloned plants and climate change

Molina is not the only one looking for ways to mine more profits from avocados in Peru. At Westfalia, agronomists are developing cloned Hass trees that produce more fruit and irrigation systems that save water.

And then, there is the challenge of a warming planet.

Miguel Gomez, a professor of applied economics and management at Cornell University and an expert in global food chains, said Peru is right to expand avocado farming away from the desert coast.

“One of the reasons for investing in avocados in the Sierra, I think, is in preparation for adaptation to climate change,” Gomez said. “One of the concerns in the future will be if temperatures warm in the coastal areas, it will become more difficult to produce avocados.”

Gomez said sustainability and increased production are necessary for Peru to remain an export leader.

“If I had to commit to something, I would say that avocado trade in international markets is going to double in 10 years’ time.” he said. “There is still huge room to increase consumption in Europe, but in India and China, the increase in avocado imports has been impressive.”

China is currently importing about 40,000 tons of avocados from different countries, according to the Hass Avocado Board. And, the US buys 1.5 million tons annually. It’s easy to see how Peruvian growers will need to lure both.

Peru reports four cases of omicron strain

The Ministry of Health of Peru reported that four cases of infection with the new strain of the omicron coronavirus were detected in the republic, RIA Novosti reports.

A mummy between 800 and 1200 years old found by archaeologists in Peru

In Peru, archaeologists from the National University of San Marcos & nbsp; found a mummy between 800 and 1200 years old. The remains of a man, whose gender has not been established, was found in the Cajamarquilla area, about 25 kilometers from the capital. This territory covers an area of ​​about 167 hectares and is one of the largest archaeological sites in the country.

The mummy found in an underground tomb was in a seated 'fetal position' and was tied with ropes, and her hands covered her face with her palms. Scientists have suggested that the ropes that braided the entire body were part of a funeral ritual. According to archaeologists, the burial dates back to even before the Inca civilization. The analysis of the burial led the researchers to the conclusion that during its lifetime the current mummy was a noble person with a high status.

Earthquake in Peru

An earthquake with a magnitude of 7.5 occurred on November 28 in northern Peru. The epicenter was located 45 kilometers northwest of the city of Barranca (population about 5 thousand people). Blockages blocked several highways in the Amazon and Cajamarca regions of Peru, and tremors were felt nearly 800 kilometers from the capital, Lima. In the village of Halka Grande, 11 houses were completely destroyed, another 99 buildings were damaged. At least 12 people were injured.

Haiti
Haiti announced a new government on Monday with Ariel Henry as the country’s new prime minister. He will take over leadership from Claude Joseph, who had assumed the role of interim leader following the assassination of President Jovenel Moïse in his home on July 7. Henry, who is a neurosurgeon, had been appointed to the position by Moïse shortly before he was killed, though was yet to be sworn in. The US has been pressing Haitian officials for a unity government, with elections down the road. The US continues to hold sway in the country since it invaded Haiti more than a century ago.

Peru
Pedro Castillo has been declared the new president-elect of Peru. He will be sworn in on July 28. Castillo, a 51-year-old former school teacher and union leader, beat his opponent, right-wing candidate Keiko Fujimori, in a razor-thin victory. The country’s election authority made the announcement after reviewing claims by Fujimori of electoral fraud. “We are going to work together and bring this country together,” Castillo said during a speech in the capital Lima.

India
A study shows that India’s COVID-19 death toll could be 10 times higher than the official count — at more than 4 million. The report was published by Arvind Subramanian, the country’s former chief economic adviser, and two other researchers at the Center for Global Development and Harvard University. India broke global daily records of the number of cases and deaths this year, attributed to the highly contagious delta variant, relaxed restrictions and a  slow vaccination rollout. The Indian government has dismissed the claim as exaggerated and misleading.

Socialist candidate Pedro Castillo has emerged as the virtual winner of Peru’s still-undeclared, June 6 presidential contest, but for him and his supporters, it’s still too early to celebrate.

Castillo, who holds a razor-thin lead over conservative Keiko Fujimori, has been the target of hate speech and anti-Indigenous rhetoric intensifying amid unsubstantiated allegations of voting fraud.

Fujimori and her party have leveled, so far, unproven claims of vote tampering, focusing on ballots coming in from the rural regions of the Andean highlands and Amazon rainforest, where Castillo has widespread support among a large Indigenous population. The complaints ignore Lima and other cities.

“We believe this is a racist strategy. They’re directing the focus toward rural and Indigenous areas and away from the cities in order to substantiate their claims.”

“We believe this is a racist strategy,” said Newton Mori Julca, a researcher with the Centro de Culturas Indígenas del Perú, a nongovernmental organization that advocates for Indigenous rights. “They’re directing the focus toward rural and Indigenous areas and away from the cities in order to substantiate their claims.”

Peru’s closely contested presidential election exposes a long-standing but rarely acknowledged problem in the country — a legacy of marginalizing Indigenous people, who account for more than 26% of the population, the Culture Ministry reported in 2017.

“I’ve never seen anything like this,” said Marco Avilés, a Peruvian writer and academic who studies racism across the Andes. “The white political and economic elites are very scared of this candidate.”

Castillo held 50.4% of the votes against 49.6% for conservative Keiko Fujimori, with all ballots counted, according to the National Office of Electoral Process. While elections officials are investigating Fujimori’s fraud claims, the US State Department and other international observers have said the election was clean. The swearing-in ceremony for a new president is scheduled for July 28.

Castillo, a 51-year-old schoolteacher, and farmer from the rural province of Cajamarca, campaigned appealing to rural voters. He appeared in televised debates wearing a straw farming hat, arrived on horseback to cast a ballot for the first round of voting in April, and adopted the slogan, “No more poor people in a rich country.”

Castillo has publicly identified himself as a working-class person, not as a member of a particular ethnic group. But he has shown solidarity toward Indigenous Peruvians. He pledged to take a larger portion of profits from mining companies that he says have “plundered” rural Peru and use the money for health and education. He has also proposed nationalizing mining, oil and energy sectors.

Many conservatives say they worry he will upend Peru’s free-market economy and drag the country toward an economic disaster similar to what has been seen in Venezuela. But not all his policies would be considered left of center, Avilés explained.

“He’s a leftist conservative,” Avilés said. “He is not for the rights of gay people or transexual people. He is not for abortion.”  

Racist messages circulating online  

In April, when Castillo was hospitalized in Lima for respiratory complications, former housing Minister Carlos Bruce suggested Castillo should’ve stayed in his native mountain province. In coastal Lima, racially charged jokes often imply people from the mountains are inferior.

Bruce, in reference to Castillo, wrote on Twitter: “It seems the abundant oxygen on the coast got to him because he’s used to the limited oxygen in the highlands.”

Bruce later deleted the tweet without explanation or apology.

On social media, Castillo’s detractors often use offensive terms to describe him, a person from the highlands.

In mid-June, an anonymous Twitter feed published an otherwise private group chat between two frustrated voters. The two men, 29-year-olds from Lima, according to corroboration by the website Sudaca, took issue with the overwhelming support Castillo received in Peru’s largely Indigenous Andean regions.

One of them wrote: “In those places, I’m going to throw my trash on the floor, spit on their streets, rape their women.”

One of the men lost his employment after the conversation was published, Sudaca reported.

Peru’s history of anti-Indigenous sentiment dates to the period of Spanish colonialism, explains Juan Carlos Callirgos, an anthropologist and historian at the Catholic University of Peru who studies race and ethnicity. Until World War II, some members of the Peruvian Congress described Indigenous people as beasts and not humans, while intellectuals argued white Europeans were a superior race.

Castillo’s opponent was also the target of prejudicial comments. Some voters said they wouldn’t support Fujimori, a former congresswoman who is Japanese Peruvian, because of her background, inaccurately saying she was not born in Peru.

Voters in the mountains say they identify with Castillo not necessarily because of his race.

Juan Chilon, a farmer in Castillo’s home province of Cajamarca, says he believes Native people voted for Castillo because he has personally experienced the national government’s neglect of deep, rural Perú.

And Chilon adds that he’s not worried about the racist discourse on social media. After all, he says, Castillo may not be able to defeat racism, but he did very likely win the race.

Biden-Putin summit
The summit between President Joe Biden and Vladimir Putin is underway in Geneva, at a time when relations between the US and Russia are at a low point. The two leaders will  have face-to-face talks for a few hours and focus on a range of issues, including recent hacking — that the US says originated in Russia — arms control, human rights and climate change. For months, Biden and Putin have traded sharp rhetoric over Russian interference in US elections and cyberattacks — both claims denied by the Kremlin — and Washington accusing Moscow of  disregarding free speech and democracy with the jailing of Putin’s foe, Alexei Navalny.

Israel strikes Gaza
Israeli planes struck the Gaza Strip overnight, in the first raid since the fragile ceasefire with Hamas began last month, after Palestinian groups sent incendiary balloons into southern Israel. The military says they targeted facilities used by Hamas for meetings and planning attacks. The latest spat followed Tuesday’s Israeli ultranationalist march, where hundreds paraded through predominantly Palestinian areas of East Jerusalem to commemorate Israel’s capture of the area in 1967. Palestinians considered the march a provocation.

However, Castillo cannot yet be declared the winner until legal challenges presented by Fujimori are cleared. While observers from the Organization of American States said they found no irregularities, Fujimori has alleged electoral fraud, but has yet to present detailed evidence of those claims.

Millions of people could be cut off from assistance if the Bab al-Hawa crossing, along the border between Turkey and Syria, closes. It’s the only border crossing for humanitarian aid through northwest Syria.  Russia has the power to veto a UN Security Council vote next month, something it’s done in the past to restrict aid. “There’s absolutely no substitute for the cross-border mechanism,” Basma Alloush, a policy and advocacy adviser for the Norwegian Refugee Council, told The World.

Peru election
Keiko Fujimori is in the lead in Peru’s runoff presidential elections, with rural teacher-turned-political novice Pedro Castillo trailing close behind. Keiko Fujimori, the daughter of imprisoned former president Alberto Fujimori, is in her third run for president. The polarizing populist candidates have promised COVID-19 vaccines for all and other strategies to alleviate the health emergency that has killed more than 180,000 people in Peru, and pushed millions into poverty. Amid protests and corruption allegations, the South American country cycled through three presidents in November.

Burkina Faso attack
At least 160 people were killed in Burkina Faso on Friday evening in the country’s deadliest attack in years. The assault, which took place in the Sahel’s Yagha province’s Solhan village, occurred at a local market, with several homes also being burned down by the armed men. “It is clear that militant groups have shifted up gears to aggravate the situation in Burkina Faso, and moved their efforts to areas outside the immediate reach of the French-led counterterrorism coalition fighting them…” said researcher Heni Nsaibia, with the Armed Conflict Location & Event Data Project. No group has claimed responsibility yet for the attack.

France Google deal
Google says it will make changes to its global advertising business, after France’s anti-competition watchdog fined the company $268 million for abusing its “dominant position,” in an unprecedented move. “[It’s] the first decision in the world to look into complex algorithmic auctions processes through which online display advertising works,” said Isabelle de Silva, head of the Competition Authority. The deal could help rebalance the power over advertising in favor of publishers, which held sway over the business in the pre-internet era, but lost control with the rapid rise of Google and Facebook.

The news that Syria has been appointed to the World Health Organization’s executive board has outraged many Syrians who feel the Assad regime should be held accountable for war crimes, among them Dr. Zaher Sahloul, a Syrian American critical care specialist.

“I thought it was a joke. Like, it’s an Onion article,” he said. “Then when I confirmed the news, you know, I felt really sad. It’s like appointing a mass murderer to be the police chief.”
